I just received the text of the resolution of the AEWR about wine CMO reform wines.

Resolution

“Meeting in plenary session in Porec / Istria / Croatia, politicians and professionals of the Assembly of European Wine Regions (AEWR – 70 regions of 17 countries), having exchanged their experiences on the implementation of the reform of the CMO-wine and in accordance with decisions taken at Evora in 2009 and earlier, have unanimously adopted the following resolution:


Noting the difficult market conditions in most wine regions of Europe despite the important steps of lifting and promotion undertaken since 2008, AREV fears that a major objective of the reform, which were to increase the competitiveness of European producers , to recover market share in the global market, to restore the balance between supply and demand, are feasible. She feared that deregulation would increase instead committed the adverse effects on the socio-economic, especially for small and medium-sized farms.

In this context, AREV requires the assessment of the effects of reform imposed on the Commission at the Council of Ministers of 18/19 December 2008 and stipulated in Article 184 paragraph 8 of Regulation EC 1234/2007 is not a simple progress report, but the opportunity to judge the need to reform the reform, in light of its economic, social and environmental, namely:

• Maintaining the general framework of planting rights,
• maintaining and strengthening the vineyard register,
• Maintaining labeling differentiating PDO / PGI other wines,
• Maintaining the proper financial arrangements for the wine sector in the first pillar,
• freedom for member states to direct aid from the European Union (promotion outside or inside the EU or support a particular character to the vineyards, the vineyards as steep).

AREV also reiterates its urgent request for the establishment of an Observatory of the European wine that makes it possible to know precisely the situation in different regions and different Member States. ”

In a word, as in 100, there is a moratorium in the air – all measures of liberal Fischer Boel’s but are disallowed. The question is whether other regions of Europe (non-wine) and especially the states that represent them, accept this change.
